The Contracts Exist. The Incentives Exist. Julio Gonzalez and Duke Tanner Say the Silence Is the Problem

Engineered Tax Services leaders uncover major contracts, incentives, and capital pathways for small businesses, contractors, engineers, manufacturers, and community organizations — and restate the case for grant and tax equality

WEST PALM BEACH, Fla. — Opportunity should never die in the fine print.

That is the standard Julio Gonzalez and Charles “Duke” Tanner put on a new nationwide search for grants, government contracts, and tax incentives. Gonzalez, Founder and CEO of Engineered Tax Services, and Tanner, Vice President of Community Affairs & Outreach and National Ambassador, said today’s review uncovered major openings for small businesses, contractors, engineers, manufacturers, and community organizations that too often never hear about them.

“The money, contracts and tax incentives exist — but too many qualified organizations never hear about them or do not know how to access them,” Gonzalez said. “That is why Duke Tanner and I are fighting for grant and tax equality across America.”

“Purpose needs resources,” Tanner said. “We can tell people to grow, hire, and serve their communities — but those goals require capital and a real path into the process.”

    What the Search Found

    The current review includes:

    • A $9.89 million Department of Commerce engineering contract
    • Smithsonian construction projects worth $1 million to $8 million each
    • $859,000 for transportation small-business assistance centers
    • A $45 million Maryland financing and bonding program
    • A new federal capital pathway for defense manufacturers and innovators
    • Restored 100% bonus depreciation for qualifying business property

These pathways can support contractors, engineers, manufacturers, real-estate and property owners, professional-service firms, and community organizations. None of them are automatic. Eligibility, deadlines, and professional review apply. The work is identifying the fit, understanding the rules, and submitting a compliant application before the window closes.

Why Qualified Operators Still Miss Them

Gonzalez founded Engineered Tax Services in 2001 so accounting firms and their clients could access specialized tax, incentive, and funding strategy that had long been concentrated among the largest companies. Large institutions keep teams to watch procurement portals, grant notices, and tax provisions. Smaller businesses, contractors, engineering firms, manufacturers, and community organizations usually do not. The opportunity may be public. The briefing is not.

That gap is the case for grant and tax equality. Gonzalez has said smaller operators miss billions not because they fail the idea test, but because they do not know the programs exist or how to enter them. Tanner’s role is to carry that capability into the rooms traditional funding offices rarely reach — churches, neighborhoods, small contractors, and community groups that were never given a department for this work.

    The Standard Under the List

Both men are explicit about the limit of the message. Awards are competitive. Deadlines are real. A listing is not a guarantee. What they are offering is navigation: a way for qualified organizations without in-house grant or contracting teams to learn what exists and pursue a legitimate fit.

ETS works alongside CPAs rather than replacing them. Gonzalez has said the firm will not advance a strategy, credit, study, grant, or contract it cannot support with expertise and documentation. Tanner measures the work by whether someone actually gets into the process, not by how many people see the post.

The search is one snapshot. The standard underneath it is the one they have put on the record for years. Sophisticated tools and public funding should not stay inside the institutions that already know how to find them. Grant and tax equality means a smaller business, a contractor, an engineer, a manufacturer, or a community organization gets a real chance to enter the process instead of watching the opportunity die in the fine print.

The money is posted. The question is who gets told, and who gets help before the deadline.
